摘要:《保护非物质文化遗产公约》(以下简称《非遗公约》)的诞生,经历了酝酿、研讨、辩论、协商、起草的漫长过程,其始端至少可追溯至20世纪60年代。而非物质文化遗产(以下简称非遗)这一概念从无到有,从作为抽象性政策术语到成为实践性指导工具,也经历了数十年的坎坷和曲折。在该公约即将迎来20周年之际,有必要回顾过去和展望未来,也需要总结经验和成绩,并厘清当下面临的诸多挑战。谨此,对《非遗公约》的发展路径和中国的履约实践作一最简略的回顾。

Abstract: The birth of the Convention for the Safeguarding of the Intangible Cultural Heritage (hereinafter referred to as the 2003 Convention) has experienced a long process of brewing, discussion, debate, consultation and drafting, which can be traced back to as early as the 1960s. The concept of intangible cultural heritage (ICH) has gone through decades of twists and turns from scratch, from being an abstract policymaking term to becoming a practical guidance tool. As the 2003 Convention approaches its 20th anniversary, it is necessary to reflect on the past and look to the future, to take stock of experience and achievements, and to identify the many challenges we are facing today. The development path of the 2003 Convention and China's implementation practice are briefly reviewed accordingly.
