摘要：今年是联合国教科文组织《保护非物质文化遗产公约》（以下简称《非遗公约》）通过20周年，也是《中华人民共和国非物质文化遗产法》（以下简称《非遗法》）施行12周年。20年来，学习贯彻《非遗公约》和《非遗法》，教会了我们很多东西。关于非遗保护的核心主题、非遗的关键性意旨，从认识到实践我们都有新的体会和长足的进步。中国的批约以及我们在《非遗公约》框架内所推动的扎实有效的实践活动，对弘扬和传承中华优秀传统文化，对尊重世界文化多样性和激发人类创造力，都有着特别重要的意义。就当下中国非遗保护来说，依然有必要从非物质性、主体性、传承性、空间性、实践性及价值取向对非遗所具有的新的意义和功能进行深入一步的整体性审视和研究。

Abstract: The year 2023 marks the 20th anniversary of the adoption of the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage (hereinafter referred to as the 2003 Convention) and the 12th anniversary of the coming into force of the Intangible Cultural Heritage Law of the People’s Republic of China. Over the past two decades, studying and implementing the abovementioned international and domestic laws have yielded valuable insights, new experiences, and significant progress in comprehending both the core themes and key intentions of safeguarding intangible cultural heritage (ICH). Our commitment to ratifying and effectively engaging with the implementation of the 2003 Convention holds paramount importance for the transmission and promotion of China’s fine traditional culture while fostering mutual respect for the world’s cultural diversity and sparking creativity of humanity. To further enhance our understanding on ICH safeguarding in China, it is imperative to conduct in-depth research, with a holistic review, encompassing its novel implications and functions from perspectives such as immateriality, subjectivity, spatiality, practicality, and value-orientation.
