On 28 November 2017,at the 2017 Culture+Tech International Summit andDigital Culture Festival,Dr.Marielza Oliveira,Director andRepresentative of UNESCO Beijing Office,delivered a keynote presentation on ICTs and Innovation for Cultural Heritage,in the presence of around 200 participants,including participants from theChinese Ministry of Culture,State Administration of Cultural Heritage,thePalace Museum,the Louvre,the British Museum,Google,Intel,and many otherstakeholders and experts representing the culture and technology sectors.
2017年11月28日,联合国教科文组织驻华代表处代表欧敏行博士在2017年文化+科技国际论坛和数字文化节发表了关于信息通信技术与创新助力文化遗产的主题演讲。约200位嘉宾参与了本次论坛,其中包括来自中国文化部、国家文物局、故宫、卢浮宫、大英博物馆、谷歌、英特尔,以及众多代表文化与技术部门的利益相关者和专家。
In the keynote presentation,Dr.Oliveira introducedUNESCO’s work in cultural heritage and linguisticdiversity,and how ICTs and innovationcould contribute to their preservation,safeguarding and promotion in thedigital era,through concrete examples of UNESCO’s projects and initiativesinvolving museums and digital libraries.
在主题演讲中,欧敏行博士介绍了联合国教科文组织在文化遗产和语言多样性等方面的工作内容,并通过教科文组织的具体项目和举措,展现在数字时代,如何通过信息通信技术和创新,包括利用博物馆和数字图书馆来保存、保护和推广各类文化遗产和语言多样性。
Dr.Oliveira underlined the close linkagebetween culture and sustainable development,and introduced UNESCO’s three-way strategy toensure that culture is included in development strategies and processes in thiscontext:leading worldwide on advocacy for culture and development,whileengaging with the international community to set clear policies and legal frameworks;working on the ground to support governments and local stakeholders tosafeguard heritage;and strengthening creative industries and encouragescultural pluralism.She also highlighted six major Conventions on theprotection and safeguarding of cultural heritage adopted by UNESCO.
欧敏行博士强调了文化与可持续发展之间的密切联系,并介绍了教科文组织的“三向”战略,以确保在此背景下将文化纳入发展战略和进程:在全球范围内倡导文化与发展,同时与国际社会合作制定明确的政策和法律框架;在当地开展工作,支持政府和当地利益相关者来保护遗产;以及加强创意产业,鼓励文化多元化。此外,她还重点介绍了教科文组织通过的六项重大的旨在保护文化遗产的公约。
Museums are determining actors in the preservation of cultural heritage.Following UNESCO’s efforts to integrate new technologies into cultural heritagepractices,the Shenzhen Declaration on Museums and Collectionswas adopted,which calls on all stakeholders to enhance the role and capacitiesof museums for the protection of cultural heritage,notably through theadoption of technological standards and increased access to innovativeinformation and communication technologies.
博物馆是保护文化遗产的重要使者。继教科文组织在将新技术融入文化遗产实践方面的诸多努力,《关于博物馆和藏品的深圳宣言》获得了通过,呼吁所有利益攸关方加强博物馆保护文化遗产的作用和能力,特别是通过采用技术标准和增加获取创新信息和通信技术的机会等方式。
In addition to safeguarding and promotingcultural heritage,UNESCO also promotes documentary heritage through its Memory of the World Programme,which supports the universalaccess to the world’s documentary heritages through digital preservation.

Dr.Oliveira stated that linguistic diversity isa key contributor to matters of sustainable development,but pointed out that over 50%of our spoken language are indanger of disappearing and only 5%of the world’s languages arepresent online.To tackle these issues,UNESCO has carried out its Endangered Languages Program and developed its World Atlas of Languages Programme,to contribute to thesafeguarding of the world’s linguistic diversity and the promotion ofmultilingualism in cyberspace through the effective application of ICTs.
欧敏行博士指出,语言多样性是可持续发展的重要贡献者,但目前超过50%的语言面临着消失的危险,且只有5%的语言得存在于网络上。为了解决这些问题,联合国教科文组织开展了“濒危语言计划”,并制定了“世界语言地图”,通过有效应用信息通信技术来保护世界语言多样性和促进多语种网络空间。
Similar to languages,many traditional sports and unique games are alsothreatened by imminent disappearance and extinction under the combined effectof globalization,migrations,and demographic changes.Supported by TencentInteractive Entertainment Group,UNESCO is leading a global pilot project,the“Creation of an Open Digital Library on Traditional Games”topreserve and disseminate information about traditional games from all over theworld,in order to safeguard such knowledge as living heritage in the publicdomain.Since its launch in 2015,36 traditional games from four pilotcountries have been made available in the digital repository,followingtechnical guidelines developed by UNESCO and experts.Data and audio-visualcontent of these traditional games have been used by young people forrecreation in digital formats,with the aim to further disseminate theknowledge to a wider audience.
与语言类似,许多传统体育和游戏项目也因全球化、人口迁徙和人口结构变化的综合影响下,面临着即将消失和灭绝的威胁。在腾讯互动娱乐集团的支持下,联合国教科文组织正在主导一个全球试点项目“创建开放的传统游戏数字图书馆”,以保护并传播来自世界各地的传统游戏和体育项目,在公共领域对这些“活态遗产”加以保护。自2015年项目启动以来,依据教科文组织和专家制定的技术指导方针,来自4个试点国家的36款传统游戏被纳入数字资料库中。这些传统游戏的数据和视听内容也已被年轻人创新性地通过其他的数字形式呈现出来,目的是进一步向更广泛的受众传播其知识。
Dr.Shan Jixiang,Director of the Palace Museum,presented a keynotespeech on cultural inheritance and technological innovation by drawing upon theapplication of a wide range of technologies applied by the Palace Museum topreserve,present,and promote cultural heritage at the Forbidden City.Heelaborated on the breakthroughs that the Museum has made in fields such asdigital preservation and monitoring of cultural heritage,the creation ofinformation and management platforms,digital asset management and utilization.
故宫博物院院长单霁翔博士在本次论坛发表了关于文化传承和技术创新的主题演讲,借鉴故宫博物院应用的各种创新技术以保存,展示和推广文化遗产。他详细阐述了故宫博物馆在数字保存和文化遗产监测,信息和管理平台建设,数字资产管理和利用等方面取得的突破。
