按照《公约》原则及其《操作指南》，只有缔约国政府才能向联合国教科文组织提交《人类非物质文化遗产代表作名录》的申报；二是从提交到通过有繁复的评审流程和工作时间进度表，评审机构是“保护非物质文化遗产政府间委员会”的“附属机构”（代表世界六个大区域的6个轮值会员国派出专家和机构组成），而非什么“评审委员会”；“附属机构”通过后，上报每年11月召开的“保护非物质文化遗产政府间委员会”大会，只有大会通过后才能正式列入《名录》。今年的“保护非物质文化遗产政府间委员会”第5届大会将于11月在肯尼亚的首都内罗毕召开。
中国到底有几项入选或什么项目入选目前应该都在高度保密阶段。

Fifth Session of the Intergovernmental Committee (5.COM) – Kenya, November 2010
During its fourth session held in September/October 2009, the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage accepted the offer from Kenya to host its fifth session (Decision 4.COM 22). This fifth session will take place in Kenya, November 2010.
Bureau of the fifth session of the Committee
The elected Members (decision 4.COM 23) of the Bureau of the fifth session of the Committee are:
Chairperson: Dr Jacob Ole Miaron (Kenya)
Vice-Chairs: Cyprus, Croatia, Republic of Korea and Oman
Rapporteur: Ms Margarita Ruiz Brandi (Cuba)
According to Rule 12.2 of the Committee’s Rules of Procedure, the Bureau ‘shall coordinate the work of the Committee and fix the dates, times and order of business of meetings. It shall exercise any other duty entrusted to it by the Committee’. Paragraph 73 of the Operational Directives designates the Bureau as the body authorized to approve international assistance requests up to US$25,000. By its Decision 4.COM 18, the Committee delegated ‘to the Bureau of the Committee the authority to designate examiners for International Assistance requests greater than US$25,000 and for Urgent Safeguarding List nominations for the 2011 inscription cycle, in accordance with those guidelines’, concerning the selection of those examiners that the Committee adopted by the same decision. The Bureau of the fifth session of the Intergovernmental Committee met for the first time on 27 November 2009 for evaluating requests for international assistance, including preparatory assistance (5.COM 1.BUR).
